Digital Poland Project Centre (CPPC)

Digital Poland Project Centre (CPPC) is a state budget unit subordinate to the Minister of Digitalization, based in Warsaw.

In the current perspective of the European Union CPPC is responsible for the implementation of projects in four priority axes of the Operational Programme Digital Poland.

CPPC carries out tasks related to the implementation of programs and projects co-financed from the budget of the European Union providing support under cohesion policy, funds from non-returnable foreign aid and funds from other programs in the field entrusted to the implementation by relevant agreements and arrangements.

The current document regulating the legal status of CPPC is Regulation No. 15 of the Minister of Digitization of May 24, 2016 on granting the CPPC statute (Journal of Laws of the Ministry of Digitization, 2016, item 17) amended be Regulation No. 17of the Minister of Digitization of June 14, 2017 (Journal of Laws of the Ministry of Digitization, 2017, item 19), and Regulation No. 3/2018 of the Director of the Digital Poland Project Centre of March 29, 2018 regarding the introduction of the organizational regulations of the Digital Poland Project Centre.

History of the institution

Implementing Authority for Phare Cross-Border Cooperation Programme (WWPWP) was established in 1994 under the Financing Agreement dated 19 September 1994, concluded between the Government of the Republic of Poland and the European Commission. This agreement concerns the subsidy to finance the Cross-Border Cooperation Programme Poland - Germany 1994 – PL9402.

In the following years WWPWP entrusted with the implementation of the following Phare Cross-Border Cooperation programs (CBC), and later was also given to the implementation of Phare Programme Justice and Home Affairs (JHA) and pursuant to an agreement between the Ministry of Internal Affairs and Administration and the Minister of Economy, Economic and Social Cohesion Phare Programme (SSG).

From 1 January 2004, the Implementing Authority for Phare CBC was a state budget unit subordinated to the Ministry of Internal Affairs and Administration.

On 7 March 2004, by the decision of the Minister of Internal Affairs and Administration, the unit was renamed to the Implementing Authority for European Programmes (WWPE).

From 27 December 2011, the Implementing Authority for European Programmes is a state budget unit subordinate to the Ministry of Administration and Digitization, which supervises the activities of WWPE.

Pursuant to the Regulation No. 7 of the Minister of Administration and Digitization of 17 March, 2015 regarding the change of the name of the Implementing Authority for European Programmes to the Digital Poland Project Centre and granting the statute of Digital Poland Project Centre (Journal of Laws of the Minister of Administration and Digitization of 2015, item 10), on 3 April, 2015, the name of the Implementing Authority for European Programmes was changed to Digital Poland Project Centre.

CPPC experts are responsible for the implementation of Operational Programme Digital Poland (POPC) for 2014 – 2020. The aim of the Program is to strengthen the digital foundations of country’s development, which includes three areas: building the infrastructure required to ensure wide access to high-speed Internet, effective and user-friendly e-services, and constantly growing level of digital competence of the society.

1. Universal access to high-speed Internet

We finance the construction of telecommunications infrastructure that provides access to high-speed Internet, in particular in sparsely populated areas, away from large agglomerations – in places less attractive for private telecommunications companies. Currently, in three calls we have selected contractors of the broadband network that will connect more than 11,000 schools and nearly 2 million households in Poland.

The amount estimated for the implementation of this area of activities (the so-called amount of allocation) is over one billion euros.

2. E-administration and open government

We finance projects that provide Poles with access to friendly and understandable e-services in administration and minimize the need to visit offices. We also care for Polish culture and support the digitization of books, films and music. Thanks to this, each of us, at any time, without leaving home, will be able to read or watch the best Polish works, preserved in digital form also for future generations.

The amount estimated for the implementation of this area of activities (the so-called amount of allocation) is over 949 million euros.

3. Digital competence of the society

We finance projects that educate Poles in the field of modern technologies. We develop the skills of, among others, children, teachers, seniors, but also professional programmers. We want each of us to feel comfortable in Poland of the digital age. Our goal is also to support the development of IT Masters – the most talented, promising young IT specialists, so that their knowledge and skills change Poland and the world in the future.

The amount estimated for the implementation of this area of activities (the so-called amount of allocation) is 145 million euros.

Funding in the contests organized by CPPC can be granted to the following groups of beneficiaries:

• POPC axis I: telecommunications entrepreneurs, local government units or their unions and associations.
• POPC axis II: government administration units, their subordinate units and the units they supervise, scientific units, universities, courts and prosecution units, non-governmental organizations, micro, small and medium enterprises.
• POPC axis III: non-governmental organizations, local government units or their unions and associations, institutions conducting activities related to universities of the third age, public institutions from the field of science, education and culture and higher education institutions.
